San Francisco Head Start/Early Start provides early childhood education and other services to low income childrenand families in San Francisco through its center-based and home-based programs as well as through the delegate and partner agencies with which it works. In 1999, San Francisco State University became the Grantee for the Head Start/Early Head Start program in San Francisco. The program is housed under the umbrella of the Marian Wright Edelman Institute ( MWEI ) located at the College of Health and Human Services The Trustees of the California State University delegated authority to Dr. Robert Corrigan, SFSU President, to oversee the administration and operating responsibility of the Head Start/Early Head Start program in San Francisco. With this authority Dr. Corrigan appoints members from the community who are familiar with resources and services for low-income children and families to the Head Start/Early Head Start Advisory Board. The Advisory Board members are drawn from the local community, businesses, civic and professional organizations San Francisco State University. The SFSU Head Start/Early Head Start's key management staff and the University work in partnership with the Head Start/Early Head Start Policy Council to develop, review, and approve or disapprove program policies and procedures that cover areas such as funding applications ; procedures for program planning ; personnel policies and procedures as well as personnel actions ; recruitment, selection, and enrollment priorities ; and other key areas of program design and management. Eighty percent ( 80% ) of the members of the Policy Council are parents of currently enrolled children ; and 20% are community representatives. The SFSU Head Start/Early Head Start program delivers services to children and families in San Francisco through a collaborative approach that includes partnerships with a number of community agencies, private service providers and directly operated centers.
